That same agency reports that police respond to calls for help within 5 minutes only about 28 percent of the time. Furthermore, a study that analyzed data from all counties in the United States for the period of 1977-1992 found that those allowing their citizens to carry weapons saw a 7.65 percent reduction in murders, a 5.2 percent drop in rapes, and a 2.2 percent decrease in robberies.
