Welfare change has worried parents a lot recently. Some parents are on welfare so they can care their 1 children. They say their caseworkers are telling them they 2 go to work. If they don ’ t, they will be cut off, 3 they can ’ t find child care. The new law 4 April 1. Now Family Independence Agency workers are making home visits and 5 each case. They must determine whether a disabled child is sick enough to 6 the parents to stay home. But there is a problem, say some 7 for the families. Some case workers are making these decisions without reviewing the child ’ s medical or school 8 . And their conclusions 9 widely. “ These workers are not social workers. They have no 10 background, ” said gorge Phillips. Phillips belongs to the Citizens Alliance to Uphold Special Education, which 11 families with disabled children. Michigan changed its welfare law to 12 most welfare recipients( 接受者 ) to work up to 40 hours a week. Welfare recipients not 13 the rules may find themselves in trouble. They can now be cut off 14 faster. What is more, parents with disabled children are no longer automatically exempt( 被免除的 ) from 15 . Caseworkers are reviewing cases 16 , examining a doctor ’ s note or school record, said Lynda Crandall, director of the FIA Family Independence Services Administration.
