The city of Rome has passed a new law to prevent cruelty to animals. All goldfish bowls are no longer allowed and dog owners must walk their dogs, 'The civilization of a city can be measured by this,' said Monica Cirinna, the councilor(议员 ) behind the new law. 'It's good to do whatever we can for our animals who in exchange for a little love fill our existence with their attention,' she told a Rome newspaper.
