This principle proposes action even in situations where damage has not been demonstrated, in order to safeguard against possible future risks. ( Thesis statement ) However, especially for waste disposal, it is essential to take a balanced view after consideration of all the options, including the banning of waste-producing activities. It must be recognized that prevention of pollution in one sector of the environment could transfer it to another where the consequences could be more severe or less predictable. ... ( C onclusion ) Pollution from the atmosphere is also significant, and its control is even more difficult. As yet few steps have been taken at international level to achieve it, although it is only at that level that regulatory measures can be effective.
